Hyderabad: The Telangana Industrial Infrastructure Corporation (TGIIC) issued a clarification on March 31, 2025, regarding the ownership of 400 acres of land in Kancha Gachibowli village, Shamirpet Mandal, Ranga Reddy district, stating that the land belongs to the government. The clarification follows some misleading reports suggesting that the land is associated with the University of Hyderabad.

The Telangana government has established through legal proceedings that the 400 acres are indeed government-owned. The land, initially allocated to IMG Academies Bharata Private Limited in 2004, was reclaimed after a lengthy legal battle. The Supreme Court dismissed the petition filed by IMG Academies in May 2024, confirming the government’s ownership.

Legal Background and Land Reclamation

In 2004, the then Andhra Pradesh government allocated the 400-acre plot for the development of sports facilities by IMG Academies Bharata Private Limited. However, the company did not begin the project, leading to the cancellation of the land allocation in 2006. The land was subsequently reallocated to the Andhra Pradesh Youth Advancement, Tourism, and Cultural Department.

After a protracted legal dispute, the Telangana government reclaimed the land. On March 7, 2024, the High Court ruled in favor of the government, and IMG Academies’ subsequent appeal to the Supreme Court was dismissed on May 3, 2024.

Government’s Plans for Development

TGIIC has confirmed that the 400 acres of land are designated for development under new guidelines issued by the government in 2022. On June 19, 2024, TGIIC submitted proposals for utilizing the land for IT and other infrastructure projects. The Revenue Department transferred the land rights to TGIIC in June 2024, with officials conducting a panchanama and formally handing over the land in July 2024.

The Telangana government has highlighted that the development will not harm existing environmental features. The 400 acres do not contain a Buffalo Lake or Peacock Lake, contrary to some media reports.

Survey and Boundary Identification

TGIIC coordinated with the University of Hyderabad to identify the boundaries of the land. In July 2024, TGIIC officials met with university representatives, and a survey was conducted to confirm the land’s boundaries. The survey confirmed that the 400 acres belong to the government, with no encroachment on university property.

TGIIC has assured the public that the development project will not damage any rock formations or water resources. The company plans to preserve notable rock formations, including mushroom rocks, as green spaces in the development’s master plan. An Environmental Management Plan (EMP) will be prepared to ensure sustainable development in the area.

On February 28, 2025, TGIIC issued a Request for Proposals (RFP) to further develop the land. The project aligns with the government's goal of creating world-class IT infrastructure and improving connectivity.
