TGHRC Justice Shameem Akhtar issues key orders in two human rights cases

HYDERABAD: The Telangana State Human Rights Commission (TGHRC), chaired by Justice Dr Shameem Akhtar, has issued significant directions in two separate cases related to human rights protection.

Commission directs warrants against Siddipet medical college officials

In the first case (HRC No. 4777/2025, in-person complaint), Dr Merugu Karthik from Siddipet complained that Surabhi Institute of Medical Sciences had illegally withheld his original study certificates, preventing him from uploading them online before the postgraduate admission deadline of October 8, 2025.

The Commission noted that the institution had not complied with its earlier orders and failed to appear despite repeated summons. It directed that bailable warrants be issued against the college chairman and principal.

Under Section 18(c) of the Protection of Human Rights Act, 1993, the Commission also recommended that Kaloji Narayana Rao University of Health Sciences, Warangal, and other concerned authorities should not insist on submission of original certificates for two weeks. This, it said, would safeguard the complainant’s right to education and equal opportunity.

Collector told to assist mother of deceased minor in Jagitial

In the second case (HRC No. 527/2020, suo motu), the Commission took up a matter based on a 2020 news report from Dharmapuri, Jagitial district, about the death of a seven-year-old girl, Thipparthi Sahasra, allegedly after taking an Albendazole tablet.

After examining medical and forensic records, the Commission found no conclusive evidence linking the drug to the child’s death. However, acknowledging the mental and financial distress faced by the child’s mother, Thipparthi Rajitha, the Commission recommended that the Jagitial District Collector extend support under suitable government welfare schemes, as per its order dated September 30, 2025, to uphold her human dignity.
