Hyderabad: The Anti-Human Trafficking Unit (AHTU), Law & Order Wing, and Special Operations Team (SOT) of the Cyberabad Police, under the Madhapur Zone, held a joint coordination and awareness meeting with spa centre owners and representatives at the Cyberabad Commissioner’s Office Auditorium on Friday, July 4, 2025.

The meeting focused on the importance of legal compliance, the need for vigilance against human trafficking, and the role of industry cooperation in maintaining public safety and protecting the city's reputation. Police officials addressed regulatory obligations and laid out clear operational guidelines for spa centres within the Madhapur Zone.

Officials stressed that any form of sexual activity on spa premises is strictly prohibited. Spa and massage centres are only allowed to operate between 9:00 AM and 9:00 PM. The premises must not be used for residential purposes or be connected to any residential property. Only individuals with valid qualifications in Physiotherapy, Acupressure, or Occupational Therapy may work as masseurs or masseuses. Details of all employees, including housekeeping staff, must be recorded in a register, and all staff must be at least 18 years of age.

Centres are required to comply with all relevant laws, including the Immoral Traffic (Prevention) Act. The name of the centre, license number, license details, and working hours must be clearly displayed. Information about the license holder, manager, staff, services offered, and corresponding fees should also be visibly posted on-site.

To enhance monitoring, spa centres must install CCTV cameras with recording capability at entrances, reception areas, and other common spaces. Recordings must be preserved for a minimum of three months. Centres employing more than ten people are mandated to constitute an Internal Complaints Committee under the Prevention of Sexual Harassment of Women at Workplace Act. The existence of this committee must be displayed prominently, and periodic reports must be submitted to the authorities.

Police warned that any violation of these guidelines would attract penal action under relevant laws. If criminal activity is found, legal proceedings will follow.

The meeting also reiterated the High Court of Telangana’s 2021 guidelines. Spa centres must maintain a register of customer details, including names, verifiable addresses, contact numbers, and visit dates. These records are particularly important in cases involving opposite-sex service requests and must be accessible for inspection by any police officer of Sub-Inspector rank or above. During business hours, the main entrance of the spa centre must remain open.

The meeting was attended by Madhapur DCP Vineeth G, Women & Child Safety Wing DCP Srujana Karnam, Madhapur SOT DCP Shoban Kumar, Madhapur SOT ADCP Srinivas Reddy, W&CSW ACP Satyanarayana, Miyapur Law & Order ACP Srinivas, AHTU Inspector Jamesh Babu, and other senior police officials. Spa representatives from across the Madhapur Zone also participated.
