Raidurg Government land worth Rs 600 crore targeted in scam
Madhapur: The sleuths of the Economic Offences Wing(EOW), Cyberabad arrested six persons in connection with a plot to grab Rs 600 crore government land belonging to Telangana Leather Industries Promotion Corporation Limited (TSLIPCO) in Raidurg on Friday.
The police identified the arrested accused as Mohd Abdul Razzak, Naveen Kumar Goyal of Geek Builder LLP, J. Guru Sai Raj who served as Sub-Registrar for Ranga Reddy District, Mohd Abdul Adil, Syeda Kouser, and Afsha Sara.
The case pertains to land measuring 12.09 acres in Raidurg Paigha village, Serilingampally Mandal. The accused allegedly forged documents and illegal development agreements on government land in collusion with J. Guru Sai Raj,the Incharge Sub-Registrar, Ranga Reddy District.
Accused forged documents to claim Government land
The accused forged documents and manipulated records to claim ownership of property belonging to Telangana Leather Industries Promotion Corporation Limited (TSLIPCO). “The accused have conspired to build a commercial-cum-residential mega complex with a built-up area of 19 lakh square feet across 39 floors, under a 30:70 ratio.”
Investigation revealed the accused falsified 1978 documents to create a fraudulent development agreement between Faizulla’s heirs and Geek Builders LLP, managed by Naveen Kumar Goyal, to legitimize claims on government land. “The Joint Sub-Registrar II reportedly failed to safeguard the property by allowing prohibitory-listed property under Section 22-A of the Registration Act to bypass scrutiny, compromising registration records and paving the way for unlawful ownership claims,” said Cyberabad police.
The group registered a development agreement on October 11, 2024, for land in Survey Numbers 1, 4, 5, and 20 of Raidurg Paigha village, Serilingampally Mandal. “The accused, in collusion with the in-charge Sub-Registrar, executed a ‘Development Agreement cum General Power of Attorney’ (DGPA). This agreement includes substantial government land in Survey Numbers 1, 4, 5, and 20 of Raidurg Paigha village, Serilingampally Mandal,” explained police.
Despite the land's prohibitory status under Section 22-A of the Registration Act, the document was registered in Rangareddy District, suggesting collusion between private developers and officials and raising concerns of forgery and conspiracy.
TSLIPCO planned to build a Unity Mall on the site with Telangana State Trade Promotion Corporation Limited. The Government of India allocated Rs 202 crores for this project. Further investigation is underway.
