Justice P.C. Ghose commission submits Kaleshwaram project report to Telangana Government
Hyderabad: The commission led by Justice P.C. Ghose has submitted its report on the Kaleshwaram barrages to the Telangana Irrigation Department, on July 31, 2025. The inquiry, which covered the Medigadda, Annaram, and Sundilla barrages, was handed over to Irrigation Department Special Chief Secretary Rahul Bojja, who later presented it to Chief Secretary Ramakrishna Rao at the Secretariat.
The Telangana government set up the commission on March 14, 2024, to investigate structural damage and seepage issues in the three barrages. Over 15 months, the commission recorded testimonies from 115 individuals and examined reports from the Vigilance Department and the National Dam Safety Authority (NDSA).
The inquiry follows significant damage to the Medigadda barrage, which experienced structural sinking and damage to its piers by late 2023. Seepage problems were also identified at Annaram and Sundilla. After the Congress government took office in December 2023, it initiated both a Vigilance probe and an NDSA study. The Vigilance report pointed to serious flaws in the construction and execution of the project.
In response, Telangana Chief Minister Revanth Reddy announced a judicial inquiry during an Assembly session. The government then constituted the commission under Justice Ghose, a former Chief Justice of the united Andhra Pradesh High Court and retired Supreme Court Judge, who also served as India’s first Lokpal.
Although the commission was initially expected to submit its findings by the end of July 2024, formal operations began in May 2024 due to delays in appointment. Given the scale of the investigation, including field inspections, cross-examinations, and document reviews, the government extended the commission’s deadline. Justice Ghose submitted the final report to the government on July 31, 2025.
