HYDERABAD: Sarfaraz Ahmad, who is currently Hyderabad Metropolitan Development Authority (HMDA) commissioner, has been given additional charge as managing director of Hyderabad Metro Rail. His appointment has sparked debate on whether he can steer the Metro out of difficulties while handling dual responsibilities.

The second phase of the Hyderabad Metro project has been proposed across eight corridors. Part A covers five corridors spanning 76.4 km, while Part B includes three corridors covering 85.3 km. Together, the project totals 162.5 km at an estimated cost of ₹43,848 crore.

Sudden leadership change raises questions

NVS Reddy served as Metro MD for 18 years and played a key role in completing the first phase. The Congress government had also entrusted him with the second phase by appointing him as MD of Hyderabad Airport Metro Rail Ltd. His sudden replacement has surprised many, given that he had planned to see through Phase II during his tenure.

Funding, land acquisition to test new MD

Ahmad faces the challenge of implementing the second phase in tough conditions. The project depends on international loans, with 48% expected through sovereign guarantees from the Centre. Land acquisition and coordination with Larsen & Toubro, which executed the first phase, will also be critical.

As HMDA commissioner, Ahmad is already overseeing urban planning that includes public transport, water conservation and economic development. With Metro management added to his portfolio, questions remain on whether he can effectively balance both roles.

Officials said alignment studies and field surveys have been carried out over the past 6–8 months to assess land requirements and corridor feasibility. Stakeholders await clarity on how Ahmad will address these hurdles.
