Hyderabad: HCA Apex Council unveils major reforms amid leadership crisis, extends CEO deadline
Hyderabad: In response to ongoing administrative challenges, the Hyderabad Cricket Association (HCA) convened an Apex Council meeting on July 15, 2025, to ensure continuity of operations and restore governance stability.
With the HCA President and Treasurer currently in judicial custody and the Secretary unavailable, the Apex Council invoked Rule 15(7) of the HCA Constitution along with the Doctrine of Necessity and the Principles of Functional Governance. As a result, Vice President Sardar Daljeet Singh has been appointed as the Acting President until further notice. This move aims to prevent an administrative vacuum and ensure uninterrupted functioning of the association.
The functional members present at the meeting included Acting President Sardar Daljeet Singh, Joint Secretary T. Basava Raju, Councillor Sunil Kumar Agarwal, and C&AG Nominee D. Rajashekar. Among the key decisions, the Council introduced a three-tier grievance redressal system for players, comprising a physical drop box, a toll-free helpline, and an online portal. The system is designed to offer safe and accessible channels for player feedback.
The HCAE Academy will undergo a revamp, with the recruitment of a full-time Director and a team of expert coaches. The initiative is intended to strengthen the development of cricketing talent in the region. To improve communication with stakeholders, the Council announced the launch of a monthly HCA newsletter. This publication will provide regular updates on the association’s activities and promote transparency.
The BCCI will be formally notified about the temporary change in HCA leadership and the updated procedures for official correspondence. Biometric attendance systems will be implemented across all HCA grounds to ensure digital accuracy, reduce proxy attendance, and promote discipline among ground staff.
The deadline for applications for the CEO position has been extended to July 25, 2025, in an effort to attract a wider pool of qualified candidates. The Council reiterated its commitment to rule-based governance, stating that all decisions are grounded in the HCA Constitution and legal principles. Transparency, player welfare, and structured procedures will be the cornerstones of HCA’s operations moving forward.
Standard Operating Procedures (SOPs) will be formalized across departments to maintain continuity and operational clarity despite the current challenges. The Apex Council stressed its commitment to running league operations, supporting academy functions, and continuing talent development programs without disruption.
