Telangana amends fee regulation rules for private colleges

The Telangana government has amended the rules governing the Admission and Fee Regulatory Committee (AFRC) for professional courses offered in private unaided institutions. The amendment, issued through G.O.Ms.No.33 on 20 August 2025, follows a report submitted by the Telangana Council of Higher Education chairman recommending revised parameters for fee fixation
Key changes in fee fixation process
The AFRC will now require each institution to submit its proposed fee structure well before admission notifications, along with supporting documents and a notarized affidavit affirming the accuracy of submissions. Any distortion of facts will invite penal action. The committee has been empowered to approve or revise proposed fees after giving institutions a chance to be heard.
New factors to be considered in rationalizing fees include quality assurance systems, student support and placements, adoption of best practices such as Aadhaar-based payments and facial recognition attendance, promotion of research and innovation, national and international rankings, and alignment with the government’s perspective plan for technical education
