Hyderabad: The Central Bureau of Investigation has filed a case against an Assistant Sub Inspector cum Clerk at the National Industrial Security Academy(NISA). This is in connection with the embezzlement of funds from multiple New Pension Scheme (NPS) accounts belonging to Central Industrial Security Force (CISF) employees.

The CBI has taken over the investigation into an alleged embezzlement of over Rs 60 lakh following a request from the Telangana DGP and CISF authorities. The case, initially registered at Jawaharnagar Police Station under Rachakonda Commissionerate. It involves Assistant Sub Inspector (ASI) Roop Singh Meena, a former Head Constable/Clerk at the National Industrial Security Academy (NISA), Hyderabad.

According to CISF’s complaint, Meena allegedly siphoned off employee and government contributions from 5,640 CISF personnel and diverted them into 72 dormant NPS accounts of former employees who had resigned, been dismissed, or removed from service. The total embezzled amount is approximately Rs 60,26,231.

Investigations reveal that some funds were also transferred to the NPS accounts of current CISF employees in Hyderabad and NTPC Dadri (UP), raising suspicions of a larger scam. The CISF initially lodged a complaint in April 2023, leading to the FIR. Subsequently, the Telangana government and the Centre’s Department of Personnel and Training (DoPT) issued notifications under the DSPE Act, 1946, transferring the case to the CBI. 

The agency has also obtained mandatory Section 17A sanction under the Prevention of Corruption Act (as amended in 2018) to probe Meena’s role. Preliminary findings hint at criminal breach of trust (Section 409 IPC) and cheating (Section 420 IPC). This caused a wrongful loss to CISF and a wrongful gain to the accused.
