Hyderabad: The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) received 64 complaints on Monday, May 26, 2025, during the Prajavani grievance program, with a significant number related to land encroachments in old panchayat layouts.

Citizens reported that areas once on the city’s outskirts, developed under village panchayat layouts, are being encroached upon without oversight. Many allege that boundaries of roads and parks are being erased and converted into agricultural lands. Encroachers are reportedly producing pattadar passbooks and claiming ownership.

HYDRAA Commissioner A.V. Ranganath reviewed the complaints using Google Maps and assigned follow-up tasks to concerned officials. He also instructed that ground-level inspections be conducted before action is taken. Ranganath clarified that unless officially revised, roads and parks should remain according to the original layout plans. He assured that a detailed investigation will follow and actions will be based on hearing both parties.

In Korremula village of Ghatkesar Mandal, Ranga Reddy district, residents of Prof. Jayashankar Ekashila Colony alleged that approximately 47 acres across four survey numbers have been encroached by Aluri Venkatesh and others. The colony, developed in 1987 with 2,080 plots over 149 acres (survey numbers 739 to 749), was revived through Writ Petition No. 8859/2009. However, residents claim that 7 acres have again been transferred through the Dharani portal and are being used to obstruct access.

In Pedda Amberpet of Abdullapurmet Mandal, plot owners of the original Sri Balaji Nagar Colony (survey numbers 264, 265, and 266 with around 500 plots) complained that the layout has been renamed Sri Sai Nagar Colony, disregarding the original plan. They alleged that the colony’s 40-foot main road has been blocked, cutting access to the Outer Ring Road and Vijayawada Highway. Despite obtaining court orders under Writ Petition No. 33331/2018, the issue remains unresolved.

In Reddy Enclave of Alwal Mandal, Medchal–Malkajgiri district, residents said that 667 square yards of a 2,460 square yard park have been encroached, even though the land lies beneath high-tension power lines. The layout, which includes about 200 plots over 10 acres, no longer has a functioning park. Though the court has issued orders to protect the park and GHMC has expressed readiness to develop it, the encroacher has not yet been removed.

In Asifnagar, along the Mehdipatnam–Mallepally route, representatives of a Dargah alleged that 3,800 square yards of land have been illegally occupied by a person named Apsar Ahmad. They stated that construction has begun without building permissions. Despite GHMC issuing notices, no eviction has taken place. The representatives have appealed to HYDRAA for intervention to protect the Dargah land.

In Hayathnagar’s T. Nagar layout, established in 1966 over 16 acres with 148 plots, the welfare association filed a complaint regarding the encroachment of the colony’s only park, measuring 3,620 square yards in survey numbers 93 and 94. They alleged that Srinivasa Chowdary has taken over the land. General Secretary Bhaskar submitted the complaint to HYDRAA, seeking immediate protection and restoration of the park area.
